Capital-facility needs and financing framed a choice between rehabilitating and replacing the Route 41 pedestrian bridge.
What was discussed
Following a facilities tour, staff reviewed public-service-center and fire-station needs within the City’s larger capital plan. The presentation distinguished tentative planning allowances and an unfunded-project list from approved, prioritized construction spending. Safety, storage, shared space and stormwater needs shaped the facilities discussion.
Members compared a roughly $2.4 million bridge rehabilitation with a roughly $10.3 million replacement. Replacement offered a longer life and different accessibility possibilities; rehabilitation would not provide an ADA-accessible crossing. The discussion ended with consensus for rehabilitation and attention to alternative accessible transportation.
The financing discussion covered capital-only borrowing, reserves, pension obligations and future revenue choices. Staff pointed to the May workshop for further financial-policy and revenue discussion rather than settling those questions that evening.
