Highland Park’s Committee of the Whole favored continued planning for July 3 fireworks and a July 4 parade in 2027, while discussing a quieter, informal way to remember those killed in the July 4 shooting. The October 26 conversation supplied policy feedback; it was not a final announcement of the holiday schedule.

Remembrance drew the longest discussion. Staff stressed that affected people have different needs: some want a collective observance, while others prefer to remember privately or avoid the holiday’s events. Members considered a formal ceremony, service activities and an individual opportunity to leave flowers. The conversation converged on making flowers and quiet reflection available on both July 3 and 4, with further outreach still to come.

Construction complicates the setting. Staff expected the temporary Rose Garden memorial to be unavailable on July 4 and said existing plaques at St. Johns and Central would remain until the permanent Place of Remembrance opened. Staff’s current estimate for substantial completion of the permanent place was late September or early October 2027, but they cautioned that a firmer timeline depended on construction and infrastructure information. A larger remembrance could be incorporated into the eventual dedication.

For fireworks, most speakers favored July 3 in conjunction with Independence Fest rather than making August’s National Night Out the primary plan. Supporters described the holiday celebration as an important community tradition. One speaker opposed fireworks, pointing to their impact on people still troubled by them and to environmental concerns. The discussion did not eliminate those differences.

Staff recommended retaining a 10:30 a.m. July 4 parade so participants could coordinate with other North Shore parades. Members supported continuing the event and suggested more music, youth groups, dogs and decorated bicycles, as well as reasons for families to remain downtown afterward. A shorter route drew both support and opposition; it was not resolved in the public discussion.
